Transportation of weapons, ammunition and special equipment


The rules for the import/export of weapons to/ from the Republic of Armenia are regulated by the rules for the transportation of weapons and ammunition by passengers on civil aviation aircraft of the Republic of Armenia, approved by the Decision of the Government of the Republic of Armenia dated 31.07.2010 ZR 843-N “On approval of the rules for the transportation of weapons and ammunition by passengers on civil aviation aircraft of the Republic of Armenia”. The transportation of weapons requires the approval of the Airline (https://www.arlis.am/DocumentView.aspx?DocID=115193).

If the route of the aircraft passes through the state border, then the issue of carrying weapons on board must be regulated in advance by the passenger with the relevant authorities of the States concerned in order to comply with the laws and regulations in force in these States. The passenger must have a permit to enter/exit the country with a weapon from the competent authorities of that state.

When transporting weapons on the territory of the Republic of Armenia, the passenger must have a corresponding permit for the right to store and carry weapons. When importing/exporting weapons to/from the territory of the Republic of Armenia and transporting them through the territory of the Republic of Armenia, the passenger must have a permit for the import/ export of weapons from the competent authorities.

A passenger carrying a weapon must show up for check-in no later than one and a half hours before departure.

Weapons are subject to transportation as a separate piece of checked baggage, paid for at the rates set by the Airline, in an isolated compartment of the aircraft (in a lockable box).

Ammunition for weapons must be placed separately from weapons. The caliber of the accepted cartridges must correspond to the caliber specified in the license for the weapon, or a permit for its storage, storage and carrying, storage and use of specific types, types and models of weapons.

A long-barreled weapon, the dimensions of which in disassembled form do not allow it to be placed in a metal box, is transported in cargo compartments next to the box for transporting weapons in passenger packaging (special container, case, case, case) that meets the requirements of aviation safety and the safety of weapons.

Weapons and cartridges placed under the customs procedure are transported and transported in special containers or by vehicles sealed or sealed by customs authorities.

Weapons must be accepted for transportation in a discharged state if available:

  • licenses or permits for civilian and service weapons;
  • copies of the permit for the storage and use of weapons, copies of the unified calendar plan of physical culture and sports events and the order of the head of the legal entity on the organization of transportation of weapons and ammunition for sports weapons.

The transportation of weapons and ammunition belonging to visa-free transfer passengers who do not cross the border of the checkpoint across the State border of the Republic of Armenia and do not move goods through it must be carried out without a permit for the import (export) of weapons to (from) the territory of the Republic of Armenia.

Weapons used by employees of a special communication organization that provides special communication services, as well as employees of organizations that protect valuables during their transportation (transportation), must be transported in accordance with the general procedure for the transportation of weapons established by this paragraph of the Rules.

Weapons in an amount not exceeding 5 units, cartridges in an amount not exceeding 1000 pieces, weighing no more than 5 kg of category 1.4S, classified as dangerous goods, Doc 9284 AN/905 "Safe transportation of dangerous goods by air" of the Convention on International Civil Aviation must be accepted for carriage as checked baggage from one passenger. aircraft packed in cases, holsters or special cases, and also in the special packaging of the arms manufacturer (for foreign citizens, the transportation of weapons imported into the territory of the Republic of Armenia for hunting and participation in sporting events to the venue of the relevant event is carried out in lockable cases).

When transporting weapons used by employees of state paramilitary organizations following official business trips, it is allowed to transport weapons in excess of the norms established in this paragraph of the Rules, if there is a travel certificate (prescription) with a note on the presence of weapons.

It is not allowed to combine the baggage allowance containing weapons and ammunition of several passengers into one or more pieces of baggage.

Cartridges weighing more than 5 kg are allowed for transportation only as dangerous cargo, issued in accordance with the requirements of the Technical Instructions for the Safe Transportation of Dangerous Goods by Air. 18 Doc 9284 AN/905 "Safe carriage of dangerous goods by air" of the Convention on International Civil Aviation.

Transportation of ammunition with explosive or incendiary bullets, cartridges for gas weapons, as well as devices loaded with tear or irritating substances on board civil aviation aircraft is prohibited.

When booking, the passenger must coordinate with the Airline the transportation of weapons. The passenger's transportation of weapons through an intermediate airport can be agreed by the Airline if there is a minimum connecting time of at least 3 hours.

Transportation of weapons without a passenger is prohibited. The exception is the transportation of weapons not sent on the same flight with the passenger, for reasons beyond the control of him and (or) the airline. Weapons mistakenly sent without a passenger to the wrong destination (to another airport) must be sent to the departure airport on the next flight.

Transportation of electric shock devices and spark arresters is prohibited.

Pneumatic devices with muzzle energy over 3 J belong to civilian weapons and are transported in the manner prescribed for other weapons. When transporting pneumatic weapons with a muzzle energy of more than 7.5 J and a caliber of more than 4.5 mm, it is necessary to have a permit to carry and store.

The weapons of the passenger who has the right to store and carry them at the departure airport are necessarily transferred to an authorized employee of the airport's aviation security service for temporary storage for the duration of the flight and are issued to the passenger at the end of the flight at the destination airport.

The weapon must be in a discharged state.

At foreign airports, documents for the transportation of weapons, reception, inspection, and delivery of weapons on board the aircraft are carried out in specially designated airport premises by customs authorities, together with the police and airport security service in accordance with applicable international standards and regulations.

At foreign airports, weapons transferred for temporary storage for the duration of the flight are accepted on board the aircraft in accordance with the requirements of this chapter under the supervision of a representative of the Airline and in accordance with the procedure agreed with the airport administration.

The acceptance of weapons from a passenger for temporary storage for the duration of the flight is made out by an act drawn up by an authorized employee of the airport aviation security service (transport security unit) in four copies, which are signed by the passenger - the owner of the weapon and an authorized employee of the airport aviation security service (transport security unit). When registering weapons belonging to transfer passengers at the original departure airport, the Act must be issued in five copies.

The acceptance of weapons and cartridges for transportation must be carried out after the passenger's registration and registration of weapons and cartridges belonging to him as separate pieces of luggage. The passenger is issued a boarding pass with a mark indicating the number of seats and the weight of the weapon, and a baggage tag (baggage tags) for the weapon. The registration system must a note should be made about the presence of a weapon in this passenger.

After the inspection and verification of weapons and documents, the presence of a baggage tag on the weapon, the passenger must place the weapon in a special packaging of the weapon manufacturer or in a holster, case, special case (for foreign citizens, transportation of weapons imported into the territory of the Republic of Armenia for hunting and participation in sports events to the venue of the corresponding events are carried out in lockable cases). The weapon handed over by its owner for the duration of the flight is packed by an employee of the aviation security service in wrapping paper, paper or plastic bag. The flight numbers and the "Certificate of acceptance of weapons and ammunition for the period of the aircraft flight" (hereinafter referred to as the Act), the surname, first name, patronymic (if any) of the owner of the weapon are affixed on the package, and a baggage tag is attached.

Upon completion of the marking, the aviation security service employee must draw up an Act in 4 copies, on which the signature of the aviation security service employee and the passenger is affixed. The fourth copy of the Act must be issued to the passenger and presented to them together with the spine of the baggage tag (tear-off coupon of the numbered baggage tag) when receiving weapons at the destination airport.

When registering weapons belonging to transfer passengers at the original departure airport, the Act must be issued in five copies.

When making an Act, an aviation security officer must explain to the passenger the procedure for receiving it at the destination airport.

Transfer passengers baggage containing weapons at the transfer airport do not need to receive and reissue weapons for the next flight, except:

  • passengers traveling by transfer from foreign countries through one airport of the Republic of Armenia to another, weapons are issued before the airport of initial landing on the territory of the Republic of Armenia;
  • passengers traveling by transfer from one airport of the Republic of Armenia through another to a foreign country, weapons are issued to the transfer airport on the territory of the Republic of Armenia.

The transfer of weapons to the passenger at the destination airport is carried out by an authorized employee of the airport's aviation security service (transport security unit) upon presentation by the passenger - owner of the weapon of the fourth copy of the act, a document certifying his identity, the roots of baggage tags (tear-off coupons numbered baggage tags), a document for the right to carry and store weapons, and, if necessary, a corresponding permit for its import into the territory of the Republic of Armenia and export from the Republic of Armenia.

The weapons unclaimed by the passenger at the destination airport are handed over by an authorized person to the territorial airport police authorities.

Transportation of combat hand-held small arms and ammunition to it without their transfer to the Airline for placement during the flight in an isolated compartment of the aircraft is allowed to employees and (or) military personnel of the State Courier Service, Intergovernmental Courier Communications accompanying correspondence, the Federal Security Service, the National Guard troops and the Ministry of Internal Affairs Republic of Armenia accompanying the objects of state protection, ensuring the safety of persons subject to state protection, and other persons on the basis of federal laws and other regulatory legal acts of the Republic of Armenia adopted in accordance with them (hereinafter referred to as armed officers).

The specified employees and (or) military personnel must have a business trip certificate with a note on the presence of combat hand–held small arms, cartridges for it, special means and a seal with a reproduction of the State Emblem of the Republic of Armenia, and employees of the Intergovernmental Courier Service must have a business trip certificate with a note on the presence of combat hand-held small arms, cartridges for it, special means and a stamp the courier service of the state that issued the certificate. The travel certificate must also contain a record of the purpose of the trip - support and provision of state protection (state protection) and security of persons or support of correspondence in accordance with the requirements.

The airline informs the aircraft commander about the presence on board of armed employees performing official duties and having permits, as well as about the location of the seat occupied by each armed employee on board the aircraft, through established communication channels.

The airline ensures that armed employees are instructed and familiarized with the rules and regulations concerning the carriage, the danger of the presence and use of weapons on board the aircraft by familiarizing the employee with the memo.

The fare is for 1 one unit. The maximum dimensions are up to 203 cm in the sum of three dimensions. The maximum weight is up to 15 kg, including cartridges.

Registration of the service

Registration of the service is carried out through the feedback service. You do not need to send a request later than 24 hours before the flight departure, for guaranteed confirmation of the service by the airline.
